Position summary
This position is accountable for the full lifecycle of a response: the compliance position, the commercial review, coordination of pricing with Solutions and Finance, authorship of the technical response, and on-time submission of a complete package. In addition, this role supports internal sales teams on the scoping of non-RFP driven opportunities. You’ll work with a global sales team to create consistency in proposal creation.
This is a technical proposal role rather than a technical writing role. The successful candidate will need to be able to understand technical requirements and develop a working knowledge of 3-GIS software, electric and telecom industries, and work well with multi-disciplinary teams across multiple time zones.
Key responsibilities
Qualification and Compliance
- Conduct an initial review of every incoming solicitation to identify conditions that affect our ability to bid, including payment and price validity terms, currency and tax treatment, bid bonds, supplier registration and eligibility, local content obligations, subcontracting consent, and submission channel and format requirements.
- Prepare a bid or no-bid assessment covering scope, incumbency, evaluation methodology and weighting, and the realistic path to a win, for leadership decision.
- Build and maintain the requirements register for each pursuit, preserving the customer’s requirement identifiers and mandatory designations, and manage it as the controlling record for the response.
- Ensure compliance responses are internally consistent across the register, and that no mandatory requirement is left unanswered or inconsistently answered.
- Resolve capability gaps with named owners in Product Management, and ensure that any roadmap commitment carried into a bid has been formally accepted.
Commercial review and pricing coordination
- Review contractual terms, delivery conditions and appendices for cost and commercial impact, and maintain a decision register capturing each item with an owner, a value and a due date.
- Coordinate with CXO, Sales, and Finance to ensure each opportunity carries a complete and reconciled pricing model, and verify the customer-facing pricing submission against it prior to release.
Response development and submission
- Author and assemble the technical and commercial response using the customer’s structure, numbering and terminology.
- Incorporate clarification responses as scope and pricing changes on receipt, and communicate their impact to the pursuit team.
- Manage the submission process end to end, including mandatory forms, formatting requirements, portal administration and deadline management.
Process ownership
- Maintain the reusable content library and retire material that is no longer accurate.
- Conduct post-submission reviews on all pursuits, regardless of outcome, and apply the findings to subsequent bids.
- Contribute to the continued development of 3-GIS proposal methodology, tooling and templates.
Required qualifications
- Three years of experience in proposal management, bid management, capture management, solutions consulting, technical program management or a comparable discipline.
- Two years or more in a technical role including engineering, sales engineering, GIS, software development, or similar experience. Degrees in technical fields will be considered.
- Demonstrated ownership of complex, deadline-driven responses from qualification through submission.
- Sufficient technical fluency to participate substantively in discussions with solutions architects, data engineers and product managers, and to challenge technical content that will not withstand evaluation.
- Working competence with spreadsheet-based pricing models, including the ability to follow calculations across worksheets and identify errors, omissions and outdated inputs.
- Strong written communication, with the ability to produce concise, specific and evaluator-ready content.
- Demonstrated ability to work independently, set priorities without direction, and drive contributions from colleagues over whom the role holds no formal authority.
Preferred qualifications
- Background in telecommunications, fiber, utilities or geospatial technology, including outside plant design, network inventory, FTTx or Esri ArcGIS.
- Experience with enterprise software or international tendering, including European public procurement, carrier tenders in the Middle East or Asia Pacific, framework agreements, bid bonds and local content requirements.
- Experience supporting bids delivered through systems integrators or channel partners, including the definition of scope splits between parties.
- APMP certification or equivalent evidence of formal proposal methodology.
- Practical experience applying AI and automation tooling within a proposal workflow.
